Lisus say no to relocation from Namdapha National Park

Correspondent

MIAO, Sep 20:  The Lisu community is yet to come to a final decision on the issue of re-habilitation and relocation from Namdapha National Park despite various meetings set up by the local administration. There has been a series of meetings between the Lisu and Singpho, Tangsa and the administration to find a permanent solution to the issue of re-habilitation.

Though the Lisu’s had earlier in a representation submitted to the Parliamentary Secretary (Environment and Forest), government of Arunachal Pradesh had sought for alternate land which is secure, protected and free from encroachment yet the disposition of today’s meeting spoke otherwise.

A committee was constituted for identifying alternate land during a meeting held on April 26 last. The committee was headed by Circle Officer (land records) of ADC office Miao with seven members representing NGOs, public leaders of Singpho and Tangsa community besides officers of the concerned department.

The committee identified 200 hectors of RF land outside the Namdapha National Park. The identified area is approximately 10 kms from Miao.

Though the committee put forward proposal of the verified land before the Lisu community for consent yet it was rejected outright.

We should not be moved from our present settlement area. For many years we have been writing to the government not to relocate us from our ancestral land, said Nibodi GB Liaso Yobin.

38 Mile GB Atseta Yobin also said that it is a unanimous decision of all the Lisus living within the park that they will not leave the land that they have been occupying for many years. We wish to stay within the park and we will take responsibility to protect wildlife, he further said.

The land identified for us has a lot of plantation and wildlife and if we settle there it would mean destruction of more forest, Atseta said.

GB Hwayasi Yobin said that no immediate decision can be given by the community on the issue of alternative land. He said that the community will first see the land for themselves and than a decision will be made known to the administration.

Being a local, onus rest more seriously on my shoulders to find land for the Lisu so that there is a permanent solution to the problem vis-a-vis conservation of wildlife as well as proper re-location and settlement of Lisu families living within the Namdapha National Park said S Jongsam CF & FD (Project Tiger).

The Field Director also informed the meeting that if the Lisus agree than Forest Department would start the process for de-reservation of RF land.

Jongsam further said that the land verified would be recognized as Lisu area and the local administration would issue LPC.

Jongsam also informed that in an earlier meeting with the Lisu community, they were intimated about the Rehabilitation package announced by the government of India under which two options were given.

Under the first option a package of 10 lac rupees in cash per family if they were willing to vacate the land and the second option was that the government would identify suitable land for rehabilitation and take up other developmental activities for the community.

As per discussion, the Lisu’s had rejected the relocation package under Option one. The community had agreed on the second option provided that the land should be free from domination of other tribes and prosecution, he said.

I fail to understand as to why our proposal is being rejected when we have followed the desired demands of the Lisus to finding an alternate land that is secure, protected and free from encroachment of any other tribe, Jongsam said. He further appealed the community leaders to seriously consider on the matter.  Assistant Field Director P Tangha giving a brief report of the land verified by the committee also said that the land identified was located 3 kms beyond the Park area.

SEACOW general secretary Phupla Singpho urged the Lisu community to accept the land identified by the committee for the betterment of all. Re-location is a serious issue not only for the state government but also for the nation, he said.

Phupla further appealed the Lisu community to recognize the serious concern and efforts put into finding the alternate land for them by the locals and the committee.

Charanong Tikhak, GB Khachang urged the administration to make proper demarcation of the area. He said that before any re-location takes place, the nearby villages should be informed through proper notification.

Singpho Development Society Vice-President cum The Miao Times Editor Pisi Zauing also urged the Lisu community to come to a decision for the good of society and the environment.

Numerous steps are being taken for eco-logical balance around the world today. We need to understand the urgent need to protect and conserve our environment and wildlife, he said.

Zauing hoped that the Lisu’s would take a positive decision quickly and bring an end to the issue of re-location.

It is disheartening to note that despite various exercise carried out by the administration and well wishers for the good the Lisu community, the meeting today has not be rewarding said Miao ADC T Mara.

Mara urged the intellectuals and the younger generation of the Lisu community to think about their future and take a decision.

He also informed the people that the government will not be able to provide any kind of facilities to the community living in encroached area.

Without taking a look at the alternative land verified by the committee and rejecting the proposal is great setback for those who have been working positively for the good of the Lisu community, Miao CO S Roy said.

He informed that no state or central package will be available for those living within the Namdapha National Park.

Senior Public Leader K K Muklom urged the Lisu community to give a second thought to the proposal put forwarded by the committee.

When we are living together in a society it is difficult to ignore the anguish faced by the other. When the Lisu community faces trouble it becomes the problem of Singphos and Tangsas as well, he said and appealed them to accept the alternative land that will not only be recognized but also developed with basic amenities like road, health centers, educational institutions, water and electricity supply besides others.

Nature Conservation Foundation Sr Scientist Dr Aprajita Dutta, who has been leading community-based conservation initiatives with the Lisu community urged them to consider the 200 hectors identified by the committee as the issue of Lisu rehabilitation has been pending for a long while now.

Namdapha National Park is very important from bio-diversity point of view, she said and added that to save the national park, it is very important to re-located the families living within the park but with their agreement and consent.

She informed the meeting that it is very important for the families to move from the park as the settlement area is very fertile and a good spot where regeneration of wildlife is possible.

Since the day long deliberation failed to come to any conclusion the local administration gave a timeline till October 10 next for the Lisu community to come up with a final decision.

Impact of climate change

More than 30 million people were displaced last year by environmental and weather-related disasters across Asia, experts have warned, and the problem is only likely to grow worse as climate change exacerbates such problems.

Tens of millions more people are likely to be similarly displaced in the future by the effects of climate change, including rising sea levels, floods, droughts and reduced agricultural productivity. Such people are likely to migrate in regions across Asia, and governments must start to prepare for the problems this will create, a report by the Asian Development Bank warned.

The Asian Development Bank warned that governments must start to make preparations now, to be ready for the multiplying threats, and because more extreme weather has already started to take effect, though changes so far have not been dramatic in their impact.

The bank is working on a report that will set out in detail the likely problems and propose a range of potential policy changes to help to deal with them. The report will be published next spring, though preliminary research is being disclosed at a series of regional conferences in the intervening months.

The probable solutions are likely to include measures to improve vital infrastructure, such as energy provision, transport systems and communication networks, in order to make such infrastructure more resilient to the effects of climate change.

A peace loving state?

Dear Editor,

It seems that our state, which was till now known as the most peaceful state, is joining with rest of the North-Eastern States in the race of insurgency.

Attack on Advocate Taba Tagum, threat to FCI GM, shootings at Pasighat and Sinki Park etc. All these and many more incidents tell us that we should give up the "peace loving state" tag. Although we may keep on calling ourselves peace loving, but in the present world of internet and Mobile communications, these incidents aren't hidden from the rest of the world, who are deciding how peace loving we are. Whom are we fooling? Them? I don't think so. Because they all know what’s going on in our state.

Until now our state did not find much airtime in national channels. But, now we have started making news, but the news is not that we should we proud of. We are making news only on wrong topics. Mainland people didn't know anything about Arunachal till now, but they do something now. They know how mean and dumb we are, that we are fighting each other on communal grounds, there is no stable Govt. and that you can't tell when you'll get hit by a bullet on glaring daylight.

Yours,

Dismantling of govt properties

Dear Editor,

Illegal dismantling of Govt Quarters is being witnessed in every corner of district, Daporijo in particular.  Off course, the pace of dismantling is very slow which makes DA blind further in term of action. Nevertheless, had the present DC been strict in action, it would have saved many Govt Quarters from being dismantled.

DC is equally responsible for it as he is incapable of executing the law against illegal encroachment. The public of Daporijo feels that DC should stay in his place of posting rather than in his wife's place of posting. People off course are happy at his absence as they can dismantle another wall of Govt. Qtr fearlessly. If this trend continues then very shortly not a single Govt. Qtr will be left. Govt should also see that officers and officials who have stayed more than the stipulated time period as per the norm must be transferred out. If transfer/posting is maintained strictly then such illegal encroachment will be prevented easily.

A citizen (on email)

Woes of district headquarters

Dear Editor,

Your daily is the only newspaper that reaches Upper Subansiri so I would like to request you that basic problems of the District must be given importance in your newspaper. Only focusing the problems   of  Twin Capital, Itanagar  and Naharlagun and  particular tribes  will not do justice to rest of the people of the Arunachal Pradesh.

On the other hand, all the district  of Arunachal  Pradesh  too want to enjoy the basic facilities  that  are available in the  Twin Capitals.

I would like to seek the attention of the District Administration, concerned  departments, Public leaders of  Daporijo for better road  communication, power and water supply.

The  deplorable road condition from Gandhi Market-New Market up to  District Hospital  Daporijo which is supposed to the life- line of Daporijo Township is for all to see. The road has become so bad that   pregnant Women fear to travel apprehending spontaneous abortion. Their regular monthly visit to Hospital is an uphill task because of the bad road condition.

Even our learned District Magistrate and other officials ride on this road on a regular basis. They know better but no effort has been initiated to correct it. Proper Drainage system is non-existent which create havoc in rainy seasons.

Many will remember recent total power failure in Upper Subansiri Disrtict which could have been controlled had the department concerned had enough trained personnel to handle such situation.

These all are indirectly or directly related to corruption. Though we have  paid Road tax in one go, paying water supply bill & electricity bill on regular basis to Govt, the services are very poor.  Roads are  un-motorable, drinking water  are turbid  in rainy season and  power supply is erratic though we pay from our hard earned money.

Janlokpal Bill is the only straw of hope. Till then, there is no hope apart from taking a ride on un-motorable road.

Yours,

Tanam Linke

Earthquake and dams

Dear Editor,

Everyone is shocked by Sept 18 earthquake which shook half of India measuring a 6.9 on the Richter scale. The quake hit Sikkim and many parts in India trembled. Think what will happen to the high seismic zone Arunachal if all the Mega Dam projects numbering more than hundred come up.

Devastation and nothing less! Can the power corps and the Govt. ever assure of a tension free state in the future? Haven’t we learnt a lesson from Japan or from the latest quake which was not that far?

Say no to Big Dams.

The quiz contest

Dear Editor,

I would like to express my gratitude to the DDSE Changlang and the organising committee of District Level Governor's Quiz competition organized at DIET Auditorium, Changlang on Sept 16.

At the sometime, I would like to request that in such competitions no teacher of HSS/SS teachers should be entrusted to frame the questions and no teacher should be engaged as time keeper. This time all the questions were framed by a senior teacher of government H.S.School, Changlang. No doubt the questions were simple and easy but lacked current events.

The time keeper who was also a senior teacher of the HS School Changlang had different timings for other schools. In such cases, students coming from other schools are demoralised. Here the quiz master was an energetic young doctor, Dr. Thangjam from Dist. Hospital Changlang who acted aptly from beginning to the end.

Yours,
